3 handed river

Been playin this guy HU for a while, and overall he is fairly passive. Now the game is 3handed, but that doesn't change much. I have seen him raise the turn for a free showdown before, and am suspicious that is what he is doing here. Not sure if this is the best defense or a turn 3bet?
