Both Villains in this hand are pretty loose, but not TOO aggressive.

Besides being loose, are they terrible players? Flat calling a bet/checkraise is almost always a set or better unless the player doing it is a total donk. Against a reasonable Villain1, I think you have to fold. Against a moron who will do this with KTo or a naked flush draw, you should push (yes, its an overbet, but any substantial bet pot-commits you anyway).

Short stack is pretty bad, the guy with $40 in his stack is decent.

Why bet half pot with a straight and flush draw on the board? Anyways, these guys don't raise worse than one pair. Fold.

Because I'm against a short stack who's not going to hurt much if he hits and I'm not going to blow my stack to Villain1 if he's the one with the draw.
