Party Cashout Time for Newbies?

I transferred money to a friend, who waited the requisite 8 hours and then cashed out to Neteller. He was wanting to redeposit in time for the reload, but it's now been almost 48 hours and still no money in Neteller. I guess I've played enough on Party to get fast cashouts. Are cashouts slower for new players? Or has Party changed the 8 hour rule? I thought it was play 50 raked hands or wait 8 hours, but maybe it's both. Anyone know for sure? Thanks.
