Hypothetical situation acout screwing someone

Say you have this friend who owed another friend 50$. Now, when he got the 50$, he only paid the guy back 25$ because he was short on money and did not intend to pay back the remaining 25$.

Now suppose YOU owe the first guy 50$. You thought that move was SO lame that you considered only paying him 25$ so he could see how he likes it. You are not worried about how pissed off he will get. Your move.

If he's good for it, he's good for it. if i suspect he's not, he's now an ex-friend until proven otherwise.

Let's assume I would never place myself in a situation where he would owe me money in the future. Also let's assume that he has done this type of behavior before.
