i play it the same. It sucks to get capped on the river, but often enough you will see a call and be shown a lower 2 pair here.

Getting capped on the river sucks, but I think you have to 3-bet it. The only thing is if you think he flopped a set and then slowplayed it to the river, but I think that not 3-betting the river would be leaving money on the table.

I think when a passive player raises the turn and river, I just call the river, he seems to like his hand.
