Random Thought - Lance and Tour de France 2005

I just found a line that has Lance not winning the Tour de France at -160. It also says All bets are action and I'm not sure what this means.

I'm absolutely positive he's not going to win it for a 6th time in a row, and that's even if he races in it. What I'm hoping is that all bets are action means is that if he doesn't race in it, it means the NO is automatic.

The line for yes is +120, which seems rediculously bad.

I want to take this line, but I want to know what all bets are action means first.
