how to transfer money from paypal to neteller?

i'm with a rakeback that only has gift certificates. i want to change that into cash. selling these gift certificates on ebay at a 5% discount seems to be a good idea. however, i have a canadian bank account, and i don't want to be screwed over by exchange rates when i go from paypal into my checking account, and then checkings into neteller.

is there any possible way to go directly from paypal into neteller?

Get a paypal card, that might work.

For some reason Paypal did not allow Neteller to charge my Paypal credit card. So I'm not sure that would work.
