I'd raise the flop, a lot of guys with stats like that will be willing to put in a ton of bets with a straight draw or pair (thinking you're raising with a draw or overs). A lot of turn cards will also freeze him up if he has a pair. If I didn't raise the flop I'd raise the turn even though it paired the 9. He's not folding a pair or draw and will 3bet with worse hands sometimes. People usually checkraise top pair I think so I don't think he will have a 9 too much.
