Default I raise PF but.....

villian - VP24%/PFR8

this situation has been happening to me more and more. I go for the steal, i hit the card and then i fold up into calldown mode if i hit sometype of agg.

should i CR him on the turn to see where i stand or my line is good?

You probably have the best hand here a good portion of the time. Low pocket pairs and QT type hands check-raise this flop. Hands that beat you check-raise the turn.

Get more money in.

we def need more $ in this pot. Id like to know when we would 3bet the flop and lead the turn and when we wait till the turn to raise?

I think you must 3bet the flop. Villian could think you're trying to steal his blind so he's getting real aggressive with any piece of the board or a pocket pair. You beat any 10 (well, except 106 or 103), and theres 3 overcards that could beat you - make him pay to see those.

I vote 3 bet flop, lead turn.

I don't think about this issue much but I probably do it fairly correctly automatically. Some questions to ask consider:

(1) Will waiting for the turn greatly help your opponent autobet it?
(2) Will your flop 3-bet make him more likely to fold the turn or river with a lesser hand and few outs?
(3) What kinds of draws may he have, and how will your 3-bet affect the way he plays them?

3-betting the flop makes much more sense against this opponent, they are weak tight, just spew on the flop then watch them call down.
