Raise and cap. Slow down on the river no matter what hits.

Given this, if hero raises and SB/UTG both call, should hero just call the river on a non-diamond?

How so against a maniac who will do this with a diamond draw, a pair of 8's, a weaker king or nothing...

We wait for these situations against maniacs, and we have to go with it when we make top pair/top kicker. I would push all-in against this guy in a NL game so I'm going 4 bets agaisnt him in a limit game for sure.
