Default Cut off 2 stacks of 4 -GoT

GoT said it, what does it mean?

I know this is a losing call. And I as I tell myself that, my hand reaches out and cuts off two stacks of four.

It looks like a 4-8 chip structure so he needs to place 8 chips to call. It's common to do so in two small stacks of 4.

He put in 8 chips (I think he was playing 80/160, so they were $20 chips)
