Default Neteller Debit Cards

These questions have been asked before but the answers escape me and the forum search function is futile. From what country are these cards issued? Also could someone please explain how the fees work for withdrawls. I see there is a "neteller account withdrawl to ATM" of $2 and a "POS terminal transfer" fee of .75. Does this mean that by having a card you are charged once to transfer money from your neteller account to your ATM card and then a second time to withdrawl from ATM card?

They are issued by a bank in the US.

The charges are outrageous. First the $2 is the cost to load the card with your own money from Neteller. Everytime you put money in your card, you get charged this.

The 75 cents is charged every time you use the card to purchase from a merchant. If you want to withdraw from a cash machine, the charge is $1.50.

Additionally there are other charges such as $5 every month you do not use the card while there is a balance remaining.

I can't see why anyone would want to use this card.

I think at many bank ATMs, you can get up to $800 for the $3.50
total charge. It's been handy when I needed some cash to play
in a live game that I wasn't expecting to play in.

of course some people are probably hoping to evade taxes by using it
but they will have a hard time, given that it is issued by a
US BANK.

I don't think he's looking for a way to skip out on taxes. I think he's looking for a loophole to fund and cashout gambling accounts if some new legislation is passed. So, business planning is the mindset here, I believe.
