All-in Fold in pot limit games

How do you work all-in fold mode in pot limit tourneys? Is it still at 10xbb?

Its generally better to go all in when you are opening, but opening preflop is a max of 2.5 bb so it doesn't have the fold equity of an all in. On the other hand, if there are limpers in the pot, all-in may be within the betting limits, but there are limpers in the hand so your folding equity is again reduced and the limpers probably have okay hands.
