Default Unexpected river raise (flopped small flush)

Reads: Villian is very loose and somewhat passive.

Party Poker 10/20 Hold'em (6 max, 6 handed) converter

Preflop: Hero is BB with T[img]/images/graemlins/club.gif[/img], 4[img]/images/graemlins/club.gif[/img].
3 folds, Button calls, 1 fold, Hero checks.

Flop: (2.50 SB) 8[img]/images/graemlins/club.gif[/img], Q[img]/images/graemlins/club.gif[/img], 5[img]/images/graemlins/club.gif[/img] (2 players)
Hero checks, Button bets, Hero raises, Button calls.

Turn: (3.25 BB) J[img]/images/graemlins/diamond.gif[/img] (2 players)
Hero bets, Button calls.

River: (5.25 BB) 2[img]/images/graemlins/heart.gif[/img] (2 players)
Hero bets, Button raises, Hero 3-bets ... intending to call a cap.

Getting raised by a rather passive player on this river looks like a possible slowplayed monster. Is 3-betting the river super easy or would just calling his raise be ok?

I think you are seeing monsters. This is as easy as they come.

Yes, I am constantly seeing monsters, but I still 3-bet on the river.

What range of hands do you put him on when he raises you on the river. A flush is obviously possible (the monster), a straight, two pair?

22, 2 pair, or a straight and he thinks you missed your flush draw.
