BB/100? Is BB Big bet or Big blind?

when people refer to BB/100, are they referring to big blinds/100, or big bets/100?

for example, 2/4, 2 is the big blind, 4 is the big bet. If somebody is making 2BB/100, are they making $4/100, or $8/100?
