would this probably mean he has been unlucky at showdown and still is tight post flop?

Yea, seems like he's running pretty bad to me. My went to showdown is about 33-34% and Won at showdown is like 54-55%

that can happen over small samples. here's a tip though, regardless of how bad he's running: fold when he raises
