Easy fold. He's making a pot sized bet out of position into a multi-way pot. I know it's Pacific, but he's still probably got top pair.

Muck it. You don't know what his bet means, but it looks strong. You don't know what UGT and UTG+1 have. It's going to be expensive to find any of that out and top pair / weak kicker is very likely not to be good given how the hand has played out so far.
