Default Turn/River Question

Villain in this hand is incredibly LAGGY. I had already seen him open limp q4 sand t7o from LP or the button twice in the two orbits that I was sitting. Once he ever raised in a hand he would not stop until shown some serious resistance (aka capping his 3-bet on the turn). He has thus far shown no problem betting and raising the turn and river with 8 high. Turn and River Agression are 1.86 and 4.

So I am wondering if I should call the river and even more importantly if I should be raising the turn here.

Call turn and river. If he is as Laggy as you say then you can not fold a pair in this pot. I like calling the turn because he will not fold a better hand and will often reraise. Your draw is strong but it is still just a draw.
