Is there a program i can download or use that tells you the top % of hands in order?

The problem with something like what you ask is that the value of a hand is relative to the players (both number and type) involved in that hand.

PokerStove does this for one ranking of the hands. Click to select the hands for a player, choose the preflop tab, and move the slider to the percentage you want. (You can see the order in which PokerStove adds the hands as you move the slider up to the percentage you want.)

Note that the ranking used is not necessarily the ranking that fits your situation.

I think you better off learning this classic grouping of Opening Hands rather than using a program to determine percentages.
