Does good pitching beat good hitting? Or will good hitting beat good pitching?

When great hitting is based on failing 65% of the time, I would suggest that in the end pitching still dominates hitting in success per at bat. When a pitcher is on and has his best stuff (location movement and change of speed) it is almost impossible to hit and therefore dominates hitting wether it is good or bad.
