Villain is semi-loose and passive, and this situation (he limps, several folds, I check with rags) has happened before. I've missed all previous flops and check / folded.

just pop him on the flop. If he's passive, he checks the turn a lot, which you obviously don't want. Also, he's liable to slow down if he's betting air since this time you actually check-called instead of check-folded.

I don't like waiting until the turn to raise with a low pair & no kicker unless I know villain is awful. I'd raise the flop.
