What does a hand like this tell you about the villain?

Observed this hand in the tourney I am in now. Having a hard time figuring out how someone that has seen 50% of flops plays TPTK like this.

I really have no idea what notes to make....

youve got all sorts of odd players at your table. Why does GOMDTERPS not reraise the river? Do you think he is that afraid of 44 or QQ here?
