Betting 10x the Pot: WTF?

I have been seeing people do this a lot at PP $50 NL. Typically, the pot is very small $1.90 or something, it's multiway, usually being checked around, and then someone will bet $10, 12 or 15--usually 8-10 times whatever is in the pot. So, WTF? They almost never get called, I may never have seen one called, so I am not sure what the bettor is thinking. I never call these, of course, usually because I have no hand and because the bet says to me "I just hit a monster and I want this bet to look like a ridiculous bluff that I don't want called."

Have you all seen these bets? How do you read them?
