Bubble play in MTTs - when to do it?

When does this bubble actually start? Im in a tourney right now where 140 players started, and 38 are left. Top 20 paid. Is this considered the bubble? I am starting to raise almost everytime there is a un-opened pot. I realized earlier this week that my bubble play was a leak in my MTT game. I was too conservative, trying to sneak in money. However, since I play low buy in MTTs (10-40$) making the money might mean a 10$ profit for 3hours of play, which is just crap. Now I play to make top4 so the bubble is a great opportunity for me to accumulate some chips.

10$ UB Noon MTT - my stack is 13175, average is 8500 and im 9th of 36 left. Any general advice?
