Default HELP - Steps - Top two move up, 3rd gets to play again

How do I play a middle stack with three handed and top two move up? I keep busting out third and it's killing me. What is the ideal strategy here? Should I be pushing with mostly any two at the cutoff till I get a larger stack? Or should I be folding a lot and hope the short stack busts? A combination???

Say you're in the button with 92s or 35o or 92o are you pushing any of those? If the blinds are 200/400 would you?

CASE 1:
HERO 1700
Opponent has 1000
OtherGuy has 5300

Blinds 150/300

CASE 2:
HERO 1500
Villian 1500
BigStack 5000
