Party Poker question - New computer

I have one account on Party Poker and none on Empire or Pokernow. If I got a new computer but kept the same internet ISP, etc, could I open an account on Empire/Pokernow or do they track your IP number ?

You should have no problems. I actually created an account on Empire without doing anything with my Party software.
