Default NL games

On Party Poker What does the $200 mean in a "$200 NL" game? Is it the most money you can sit down with?

Yes, it's the max buyin. All their games have a max buyin of 100 times the big blind, so the $200NL game has a small blind of $1 and a big blind of $2.
