Default 5 card, 2 buys---all in

For those not familiar:
The game is 5 card stud hi/lo declare with 2 replacement buys after receiving initial 5 cards. Buy #1 costs you small bet, buy #2 costs you a big bet.

What are the opinions here about a player being all in? Should he be allowed to "buy" for free?
(We do not allow for "going light" and you cannot borrow from another player during a hand).
