how to more aggro preflop?

since an important part of doing well is charging people preflop, i've been focusing on increasing my pfr%, but even now when i feel like i'm raising a lot i'm only at 7.5% or so. is this definitely a suboptimal level? i had a tough time just getting it over 7. i usually follow the standard ssh table but i've added a lot more semi-stealing from late pos. and even though it doesnt feel good i ask myself wwjd and raise things like aj and kq early.... how the hell do you guys all have pfr of 8.5+?? is that poker tracker # being boosted by 3 bets preflop?
