Default How do I cut a small part of a picture to use as an avatar?

I have seen many posters use a small piece of a picture as an avatar. Obviously they have cut it and resized the selected part of the picture (as in samples of PT databases, a cutout of the total in a PP cashier, etc.) to use as an avatar. How can I do this?
Sorry for the weird question, lol.

MSPaint + photobucket. If that's not enough detail, reply in kind.

I like Photoshop, Elements is pretty good too.
