UTG is passive and semi loose. Much more passive than loose.

CO is unknown

Yeah, that's actually a pretty good river card for you. I think the odds that he was chasing a backdoor-flush are slim enough to bet-arooney.

I wouldn't fear the backdoor flush draw. I'd definitely bet and hope he doesn't have AT.

Yes, this is an easy value bet. You obviously won't always win the pot when they call - sometimes one of them will show AT or you'll split with another A9, but betting here has a lot of value. Expect to be called by any A, any J, pocket pairs, and busted draws that randomly paired the river.

No, I wouldn't mind a PF raise with A9s. I personally would not do it, but it's close. ATs/A9s is the breaking point for me (unless it's LP), as well what position I would raise from with one caller - MP1/MP2 being right on the border. Those two things combined make it a call for me.
