The turn because you said he's a loose player. Therefore, he'll call down anyway.

He probably won't call the river bet when it's a pure bluff. But he might bet and then call with a high card.

This isn't the time for a free card play. You have 6 outs and your main concern is whether the opponent has trips. You're not trying to draw out on him. Taking a free card HU will just make him bluff more on the river, and you want to avoid having to make the decision on the river if you don't hit.

I've always been told if you raise PF you have to bet out on the flop. Is this wrong? |

Bet.
But the line of thinking, bet no matter the flop, or action after you PFR on the flop isn't correct. There are many flops that betting is pointless after a PFR. |
