I also wonder whether you should be raising preflop here? A9 is winning mostly with the high carded-ness rather than it's suited-ness and you only have a max of 4 players in.

To answer your subject question, no, he doesn't look like he's afraid of a straight so he either has a smaller flush or a boat. I'm calling 3 bets here too.

raise preflop. raise the flop. make sure the turn goes a lot of bets.

how many bets you want this river to go is player dependent, but based on the action, he's not afraid of no flush. capping is probably wrong.
