Think of it this way...

There are four Party "skins":

1) Party Poker
2) Empire Poker
3) Intertops Poker
4) PokerNOW

You can sign up to each of these different sites and play a max. of 4 tables each.

They are called "skins" because the player base is the same no matter which site you play on. If I get online through Empire, and you get online through Party, we will both be viewing the same list of ring games.
Each of the skins interfaces with the remaining three. So, you could be at a table on Party Poker and be playing against members of all 4 skins.

The only key differences of the skins are:

1) Tournaments are only available on their respective skins.
This means you will only be playing against users from the skin you are currently signed on through. Party is generally considered to be the best skin for tournaments. (of those 4).

2) Each skin has seperate bonuses and affiliate deals.

3) The appearance. This speaks for itself.
