it seems the only times a cold call is plausible when you aren't a blind is with 9/9 - j/j with just the right amount of players in.

not true. you could conceivably cold call a raise w/ 22 as long as enough people are in before you and you can expect to pick up a lot of bets if you hit.

I think 0.5% is a decent CC number at 2/4-3/6.
On 15/30 I wouldn't be surprised if this should be less.

If you are in LP or on the blind, it has been raised and there have been a couple CC'ers already than doing so with 99 is probably okay.
If you are in LP or in the blind and you are just facing the 1 raiser (with everyone else having folded) then you should probably either be re-raising or folding.

Agree with Daryn that CC'ing with any PP is perfectly acceptable with another players in the pot....but I suspect this does not happen as frequently at 15/30.
Axs is also an acceptable CC'ing hand....and with enough players I will CC with many suited-connectors but a lot of people don't like this. For me, the more players already in for 2 bets, the lower I can go with the suited-connectors I am willing to CC with.

I agree totally. I LOVE cold calling with drawing hands after lots of cold callers because they can win big pots.

In NL I tend to cold call a lot with smaller pocket pairs. How much of a raise I'm willing to call depends on stack sizes and number of players who've already called.
