Default Vegas Trip Post #5: reraising with middle suited connectors

Post 5 from a week in Vegas.

I played one game with a guy who was very aggressive with all kinds of hands - big pairs, draws, etc. I noticed that several times he would limp with suited connectors then reraise if a person in late position or in the blinds raised and there were multiple callers.

One example: he limped in from mid position with 8 [img]/images/graemlins/spade.gif[/img]7 [img]/images/graemlins/spade.gif[/img]
There were 2 callers ahead of him and 2 after him
I raised from the BB with JJ
He reraised and all called, so the pot was roughly 9BB preflop.
He caught an open ended straight draw on the flop and made his hand on the turn.

Obviously, with this type of play, the limp-reraiser needs the flop to hit him hard. What are the necessary conditions for this to be a +EV play?
