Default Choosing a Good Poker Site

Received a copy of Insiders Betting Digest yesterday and there are several articles on Internet poker. One of the articles was "How to chose a good internet poker site"..They listed 8 criteria as follows:
1.Customer Service
2.Deposit/Payouts
3.Management
4.Security
5.Critical Mass (# of players,tables,type games)
6.Game enviroment (software, speed of game, etc)
7.Licensing Jurisdiction
8.Tournament Play
Their Top Ranked Poker Site based on those 8 criteria was CityPoker..Maybe that site has been discussed before in this forum and I missed it, but I'm wondering if anyone haas an insight into that site as I have never heard of it?

That's sad that their top ranked site was CityPoker. Guess that means the whole article was just a sham (an ad from CityPoker basically). Never played their myself...but they charge $22 to withdraw to Neteller and have 0 players from what I've heard...
