Default Capping the blinds in a home tourney

If you want to cap the blinds at some point, what would a good number be relative to the number of chips in play?

Most sites I have read say that a tourney ends when the blinds are around 6-8% of the total amount of chips in play. (Saying the blinds should be equal to the starting stack is a an overestimate at small tourneys).
