Stars doesn't pay its affiliates a percentage of the rake, thus the affiliates can't give you a percentage of the rake.
There is not, and never has been, rakeback at Stars. |

From Pokerstars affilate program:
PokerStars does not offer any form of shared revenue (percentage of the rake) nor do we intend to at this time. If this policy is reversed, notification will be submitted accordingly. To qualify, a player you refer must earn 100 Frequent Player Points, which is easy to do by participating in a minimal amount of raked hands (it typically takes less than 2 hours). I've never once seen conflicting reports on Stars rakeback. Whomever you're listening to is an idiot. Use the search, it's been discussed many times in here.
