4:1 on a pretty obvious draw that may or may not get paid off if you hit and certainly won't go more than 3 big bets before you're tied at best, and he may be "bluffing" the draw with A8 and have you crushed.

So yeah, the fold is fine, but if he has two pair or top pair or even a bluff he'll still probably bet the turn if you hit, so calling isn't horrible, but the fold is good.

With A8 or even a pair and an 8 this is an easy call. With Q8 this is a super easy call.
