Generally it refers to a river bet that you make expecting/hoping to get called my a worse hand. It doesn't necessarily have to refer to the river, but generally, it does.

A value bet is a bet that you hope will be called because you expect to have the best hand, as opposed to a bluff which you hope will not be called because you expect to have the worst hand.

Value bet: A bet made so that when you are called, you will be ahead, on average.

It doesn't mean you expect to be ahead when you bet. It is wrong to bet the river in 7 card stud with quads showing. You expect to be ahead, but you won't be ahead when you are called/raised.

Thanks, it's a common one. Actually, in practice, I think so many people would bluff-raise that it would probably be fine to bet. Someone posted a job interview question that was supposed to have the answer that you try to bluff the player with quads.

I have had the joy of capping against open quads on 6th street, and capping against a probable royal flush on the river, but those were in stud8 and I had a lock on the low. I suppose there is some added equity from opponents who only think they are playing stud8.

It's a bet you make (usually on the end) that you hope to be called on the theory that the times you are called by a worse hand result in a positive expectation vs. the times you are called by a better hand.

There are a coule definitions, the value bet on the river has been explain fairly well so there's no use i beating a dead horse.

It is also considered a value bet when you bet with an equity higher than the percentage of money you will be puting in the pot. For example in hold'em you are the first to act and have a nut flush draw on the flop with 7 other players. You are a 5 to 1 underdog to make your flush (20%) but if everyone calls you only put in 12.5% of the the monet added to the pot. Thus overtime you expect to win more than you lose by betting in this situation.
