Villain is somewhat loose-passive.

pot the flop, push the turn.

you can't worry about 99, and AA and KK are really unlikely.

If you bet more on the flop, turn is much more pushable.

Had I made a full PSB on the flop, would a push always be best on the turn regardless of the turn card?

As soon as you see flop, you're ready to play for all your money. Bet more on flop and push on turn.
