Default TT against undercard board (weak?)

I'm pretty sure my call (instead of raise) on the turn was bad news. I also suspect I was bluffed off the best hand at the river. He looks to have been on the diamond draw. I honestly don't know why I didn't raise his small turn bet. Any input would be appreciated.

passive on all streets. Raise 4-5 bbs preflop. flop is so cordinated I would raise to $3 (this makes later streets easier to play) Assuming he bets out the turn brick raise to 5, I'd fold to a reraise and check behind that top paired river.
