$22 Blinds 50/100 4 limpers Would you push?
The table had been loose even for a $22 so someone calling a push with something like q 10 here would not have been surprising. That being said, is it worth pushing with 400 dead chips in the pot?

A push and having everyone fold would increase your stack by 1/3. I make this type of play a lot. However, given your description of the table, I dont think its worth it.

I think UTG calls you a large percentage of the time. And the fact that he just put in about 20% of his stack before taking on the BB usually means he likes his hand enough to make calling even more attractive to him.
