Default No-Limit Holdem Shoot out

WSOP events 15 and 16 are called "shoot outs". My understanding is that each table plays down to one player who will then proceed to the next round against players who also won their respective tables. But what happens after that?

What if there are 23 survivors, do these guys play in a normal 23 player tournament? Or are they split up into three tables in which the players would then play until there is one survivor per table who will then go on to the next round three handed?
