It has been posted many times.

The President does not need the Governor's permission to Federalize National Guard troops.

You even found one act that grants him this power himself. Daddy Bush used this power in 1992. It doesn't matter that he had the Calif. Governor's approval, HE DIDN'T NEED IT.

This power is also given to him in the event of a National Disaster or Emergency. Read the powers granted to FEMA.
The President can give FEMA permission to use ANY and ALL government resources when a National Disaster has been declared.

This power is also given to him in the event of a terrorist attack (or emergency or National calamity). These provisions were added at the creation the HomeLand Security Dept. and part of the Patriot Act.

The relevent Federal Law has been posted many times, in several different formats.

Reread the President's Proclamation I posted earlier in this very thread, do you see if paraphrased with "Since I have the Governor's permission ..." ?
