It's the only tournament book you need to read, but there are other books you probably should read also. The 2 ciaffone books spring to mind.

From the reviews I've read HOH covers what Sklansky discusses and then some, so I'm under the impression that reading TPFAP isn't all that necessary any longer, am I wrong?

It won't hurt to read it. Although I know a lot of beginner type players that have misunderestood some of the things it said. Mainly relating to close gambles. It's a pretty short book anyway, and doesn't go into any real depth.
