nationality definitely = country of citizenship, but i think the real reason people ask this question is to find out what ethnicity you are. i just go by intent. if it's clear that's what the person is asking, well why not give them the answer they expect? all of my grandparents came from italy, so it's just like the family tree moved across the ocean.
