Let me assure you that Winston Churchil, whom you quoted, was not speaking euphemistically. Let me also assure you that Washington's use of the term "War On Terror" is anything but metaphorical -- it is, in fact, quite literal.

The War On Terror is an ongoing war, conducted with both military troops and civilian personnel, like all wars, and (here's the kicker) will "last indifenitely". This is NOT a "war" like the "War On Poverty"!
