A. He didn't say that. He was trying to compute the odds that someone would get lucky and Party would have to pay the million. Just as the odds of hitting the Lottery is 1 in 50 million (give or take, depending on which Lotto), the odds of somebody hitting it when 10 million play is not 1 in 50 million.

B. Ultimately, the question is not answerable. Because we don't know what type of quesions there will be. The first one is far from 50:50. If the are all roughly 70:30 propositions, the odds of 40/40 is one in a million. Not easy, but not impossible.
If they are all 50:50 props, then 40/40 is one in a trillion. In that case, ok, impossible.
